The Government Billings/Accounts Receivable Manager will supervise a staff of 10 in overseeing all aspects of government billings, cash application, contract closeouts and management reporting. Ideal candidate will generate Deltek Costpoint cost plus and Time & Material invoices, oversee rate variance calculations and facilitate contract closeout as well as conduct internal audits of proficiency, accuracy, and timeliness of invoice submission. Candidate will be responsible for collection efforts to include problem resolution, cash forecast inputs, and driving improvements in the company’s Days Sales Outstanding (DSO) as well as be a key owner of Billings and AR modules for system conversion and patch testing of Deltek Costpoint Financial and Cognos reporting system. Ideal candidate will have opportunities to assist with special projects as assigned by the Assistant Shared Service Controller.
A four-year related degree in Accounting, Finance or Business is required. This position requires a minimum of eight years of experience, including five years of Supervisory and/or Management experience, to include extensive knowledge of government billing practices, calculation and electronic submission of CPFF, T&M, and CPAF cost reimbursable invoices, DFAS payment procedures, such as electronic submissions and approvals (WAWF). Knowledge of FAR and government invoicing requirements is necessary. Experience is also needed in calculation of
rate variance billings and contract closeout procedures, problem-solving and open communications with all levels of management. Experience with WAWF and DFAS is required. Ability to communicate openly and effectively to all levels of management will be required.
Experience with Deltek Costpoint, Impromptu and Cognos is desired. Knowledge of FAR and government invoicing requirements is also desired. Understanding of general ledger, retention, unbilled receivables and withholding accounts is desired.
