Delex Systems is seeking a detail oriented, motivated Contract Program Security Officer / COMSEC Manager. This role will require the ability to work independently, establish, and maintain working relationships with supervisors, colleagues, customers and other government agencies as needed. This role will also be responsible for a government customer’s COMSEC Account Manager functions and oversee COMSEC activities at the customer facility. Primary Duties and Responsibilities Responsibilities include: * Develop, train and maintain personnel on facility standard operating procedures (SOP) and other appropriate guidelines. * Administer self- inspections for security audits and develop a corrective action plan. * Perform duties as the Top Secret Control Officer including executing a TS accountability program and submitting inventory reports annually. * Establish and maintain all office and security documents in accordance with government requirements and provide weekly updates to the customer. * Manage Program Access Requests process and preparation of PARs and program indoctrination. Assist obtaining information and review packages for accuracy. * Maintain access control rosters and establish a visitor control program giving guidance to the Access Control Security Specialist (24/7/365 access). * Initiate, process, and maintain clearances through JPAS, Scattered Castles, and other systems of record, prepare, transmit, and maintain visit certification letters * Coordinate with customer security representative for processing and maintaining employee clearances. * Responsible for document control functions and develops procedures to ensure all materials and media contain proper classification markings, wrapping, cover sheets, handling and transmission of classified data is in accordance with security guidelines. Prepare documents for external distribution and processing. Prepare receipts and assist with wrapping as needed. * Establish and oversee specialized procedures for transmission of material by secure fax, courier and registered mail. Provide daily setup and operations of secure fax machines. Develop and maintain a log of outgoing/incoming material. * Oversee escort duties to ensure mail retrieved weekly. Pick up mail as needed. Prepare courier authorization documentation. Perform courier services as needed. * Conduct document control functions including entering data in JADE properly, develop and oversee receipt and dispatch requirements, organizing original and copies of documents, providing document holdings lists, managing and improving SIMS database, and assist in timely locating documents assigned to others/offices. * Assist with entering data into the physical security tracking database as needed. * Continually maintain the Operation Security Plan. * Maintain accurate and an up-to-date inventory of the account’s COMSEC items with the latest version of the Distributed INFOSEC Accounting System (DIAS) software issued by the NSA. * Hand-receipt COMSEC material/equipment to both local and remote users. * Re-key secure networks for the customer and its remote site users. * Conduct COMSEC Reviews to ensure NSA/CSS COMSEC compliance. * Travel to remote sites to re-key and inspect for COMSEC compliance. Education and Experience Requirements Qualifications * High School Diploma * DoD TS with SCI Eligibility (SSBI or SBPR within 5.5 years) * 2 - 4 years’ of experience managing standard operating procedures and supporting Special Access Programs * Working knowledge of security manuals, directives, and Executive Orders (NISPOM, SAPSM series, Govt Instructions, etc.). * Working knowledge of JPAS and Scattered Castles. * Experience as Document Control Officer or working knowledge of document control functions. * Experience as Contract Program Security Officer or working knowledge of Program Security Officer functions * Experience with safeguarding, accounting for and, when necessary, the destruction of COMSEC material and/or equipment. * Familiarity with modern Key loading Devices-DTD, KIK 20 and the SKL * Experience with COMSEC reviews to ensure NSA/CSS COMSEC compliance. * Working knowledge of the Distributed INFOSEC Accounting System (DIAS) software. Desired Qualifications * Bachelor’s degree * Security Fundamentals Professional Certification * Formal Special Access Program training * Experience with SIMS or Automated Database Systems for document control * Graduate of NSA COMSEC Training Course Security Clearance This position will require U.S. citizenship and an active TS/SCI security clearance.
