The Director is responsible for driving the performance and execution of sourcing, procurement and pricing activities for Government and Federal business requirements. The Director provides knowledge and experience in the sourcing and contract process, strong negotiating skills, and ensures that supply base strategies are developed and driven through the organization to support new and critical products and establish Vendor Management criteria. The Director will oversee the development of annual strategic category management plans, identify opportunities for savings and set goals ensuring a clear alignment between team actions and business unit objectives. In addition, the Director will also develop a relationship as a business advisor and partner with internal AAR clients and critical suppliers.
ESSENTIAL DUTIES AND RESPONSIBILITES
-Lead Procurement and Supply Management activities for multiple areas of spend within the Sourcing and Procurement Teams with the goal of driving substantial value realization efforts in all forms
- revenue generation, cost reductions and productivity improvements while maintaining and improving product quality and supplier service levels.
-Responsible for supporting value creation and delivery, end to end across the value chain, and business strategy development while engaging as a strategic business partner.
-Responsible for category management, strategic sourcing and supplier management effectiveness, and guide strategy development for major categories, oversee the development of annual strategic category management plans which specify how savings goals will be achieved, ensure clear alignment between team actions and business unit objectives.
-Responsible for directing and mentoring staff and creating a cross functional team who are accountable for the sourcing, procurement, project and product management, and vendor management functions across AAR.
-Act as the industry and subject matter expert relative to strategic objectives. Develop and maintain relationships as a business advisor and partner with AAR internal clients of all levels and SBU's to provide advice and assistance in complex business proposals which would lead to leveraging and capturing maverick spend.
-Implement Global Procurement goals and initiatives, drive efficiencies and process improvements.
-Active involvement in efforts to achieve minority owned and disadvantaged business sourcing content objectives.
-Carries out supervisory responsibilities of direct reports. Ensures that the responsibilities, authorities, and accountability of all direct reports are defined and understood. Enables an environment that fosters high performance and establishes policies to ensure adequate management development.
-Work closely with Program Management during the proposal preparation phase of all programs and support with their material needs during the design phase of a program. Assure timely procurement and production flow of the necessary materials and supplies for the production and manufacturing phase.
-Performs other related duties as assigned
-Understanding of Government procurement regulations, and the development, negotiation and administration of high-dollar, multi-year, complex contracts, subcontracts and purchase orders.
-In-depth knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and related federal and state legislation and regulations
-Demonstrated ability to influence and deal tactfully and confidentially with internal and external customers at all organizational levels in a dynamic environment
-Integrity and strong focus on compliance with internal standards and policies: ability to proactively provide guidance to contract/subcontract management personnel or internal customers as needed
-Ability to identify and implement process improvements
-Experience in a government procurement/subcontracting environment:
Cost-type subcontracts management background with knowledge of Federal Acquisition Regulations (FAR), Small Business reporting, and experience with CPSR audits
-Strong sense of urgency
-Strong leadership skills; analytical skills; ability to coach, develop and motivate at both an individual and team level
-Ability to develop actionable recommendations and implementation plans.
-Excellent communication skills (written, verbal, & presentation)
-Proficient with Microsoft Office products

EDUCATION and/or EXPERIENCE
Bachelor of Arts degree (B.A.) or Bachelor of Science degree (B.S.) from four-year college or university; Minimum of eight years related experience and/or training; or equivalent combination of education and experience.
