Job Summary The IT Program Operations Manager is responsible for creating and maintaining work standards to promote efficient staff and facility utilization through development of Workspace Layout Simulations, Operational Modeling, and Lean Process Flow Analysis to improve efficiency and productivity, reduce costs, and optimize resource utilization. Principal Accountabilities (Typical duties include the following, although specific duties vary by assignment or contract.)
Discover opportunities to enhance or create business value through IT capabilities, assets and investments.
Model and simulate current workspace layouts and process flows and use results to perform scenario analysis to improve efficiencies.
Perform method study and work sequence analysis to develop “standard work” best practices.
Deploy Lean methodologies to reduce waste and process variation in service industry.
Develop and implement systems automation and production controls.
Manage the development and execution of strategic technology road map for assigned area.
Consult with management to design technology solutions, review departmental goals, and report on IT progress and issues.
Develop and manage IT scorecard in support of DynCorp programs.
Support consolidation and analysis of program IT surveys and analytics.
Initiate and implement improvements in all areas of IT responsibility serving as the main point of contact on all IT-related matters.
Manage the coordination of analysis and design of automated solutions to business problems.
Establish standards and procedures for IT and modify schedules and plans as required.
Coordinate and facilitate the scheduling of approved change requests and develop/monitor execution schedule.
Monitor project results against technical specifications; develop and maintain technical and project documentation.
Facilitate the adoption of new or improved processes and/or procedures. These changes include technology implementations, service level agreements (SLA), operational level agreements (OLA) and IT policies.
Coordinate incident and problem resolution with other IT organizations.
Establish and maintain regular communications with IT leadership regarding initiatives.
Perform other duties as assigned.
Knowledge & Skills
Ability to effectively present analysis and findings and respond to questions from executive leadership and customers.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Strong background in a variety of technical fields including related advancements, concepts, standard practices, and procedures.
Proficient in Microsoft Office applications.
Ability to understand complex problems and interpret business and system requirements, work flows, use cases and functional design, and assist in technical requirements with minimal supervision.
Demonstrated ability to work as part of a team.
Strong understanding and utilization of enterprise software systems.
Excellent communication, leadership, interpersonal, and ability to track multiple simultaneous projects in a fast-paced environment.
Knowledge of workspace logistics and supply chain preferred.
Ability to perform pre- and post-project analysis to quantify ROI and NPV calculations.
Experience & Education
Bachelor’s degree in Information Technology or Industrial Engineering.
Performance/Continuous Improvement experience, preferably in Service/Operations/Maintenance environment.
Eight (8) years’ progressively responsible experience with Information Technology environment.
Background in aviation maintenance or logistics and/or operations is desirable.
Lean Six Sigma certification and/or other process improvement methodology experience a plus.
