Job Purpose:
The Manager of Quality Assurance reports directly to the Director of Quality Assurance. The position is responsible for providing the leadership and oversight necessary to ensure Trans States Airlines both internal and contracted; Maintenance, Quality, Materials, Fuelers, Repair Vendors, Parts Distributors complies with company procedures and Federal Regulations.
The Manager oversees a team of Quality Assurance Auditors and coordinates the qualification and training of Auditors. The position is responsible for scheduling and documentation of auditing events for all internal and external customers. 
Job Qualifications
Required:
  • Possess a valid FAA Airframe and Powerplant license, with a minimum of 3 years’ experience on aircraft larger than 19 seats.
  • C.A.S.E. Level III Auditor or in process to become one.
  • 3 years of Maintenance Inspector/Auditor experience.
  • Possess a valid US passport with no travel restrictions.
  • Demonstrate knowledge of 14CFR, CAMP, GMM, and C.A.S.E. requirements.
  • Completed INDOC and aircraft FAM (or equivalent) training.
 
Preferred:
  • Bachelor’s degree in Aviation, Engineering, Quality, or aviation-related discipline preferred.
  • Knowledge of routine aircraft ramp handling and turnaround procedures including fueling, deicing, above-wing and below-wing servicing procedures, with emphasis on safety, technical compliance, and efficiency.
  • Knowledge of aircraft heavy maintenance with emphasis on safety, technical compliance, and efficiency.
  • Experience as Line or Hangar Mechanic with RII, Run-Taxi Examiner, RVSM, CAT II or III LLM, and Airworthiness Release Authorization preferred.
 
Job Responsibilities, Knowledge, Skills, & Abilities:
  • Level III Auditor and C.A.S.E. Representative.
  • Review C.A.S.E. database transmittals for changes to vendor status weekly.
  • Develop and maintain yearly audit schedule.
  • Manage the Fuel / On Demand Maintenance Surveillance Program.
  • Manage the Maintenance Provider Surveillance Program.      
  • Manage the Internal Audit Program
  • Manage the surveillance function of CASS. (Ref. GMM 1-6)
    • Trans States Audit Program (TSAP)
    • Internal Audit Program (IAP)
    • Maintenance Provider Audit Program (MPAP)
  • Moderator and voting member of the Internal Audit Review Board (schedule).
  • Assist the Director of Quality Assurance and Chief Inspector as assigned.
  • Maintain and distribute the Authorized Contractor and On Demand Maintenance Listing as necessary.
  • Ensure Quality Systems Evaluators are properly trained and qualified.
  • Ensure accuracy of maintenance providers and part numbers in CATS before approval.
  • Manage Special Audits that are requested from area Directors, as directed by the ARB, or as part of a Comprehensive Fix for a VDRP or LOI.
  • Manages the Aircraft Drinking Water Program, up-dates the EPA Web-site, and is the airline’s liaison with the EPA.
  • Working knowledge of SMS and act as risk assessor.
  • Represents the Quality Assurance Department during audits by outside agencies, for example DOD, IOSA, or the FAA. 
  • Manage and maintain audit records and reports in the Q-Pulse database.
  • Adhere to professional standards as outlined in GMM 1-1.1.3.
 
Job Specifics – Work Environment:
  • Position is based in St. Louis, Missouri at the Trans States Airlines Company headquarters. It may include alternative work schedules, including night and weekend schedules to accommodate the audit schedule.
  • The position is primarily office based but does require exposure to an outdoor environment, high noise levels – line / hangar / ramp operations (hearing  protection provided), dirt and dust (eye protection provided – respirator use not required in normal duties), cold and wet environments.
 
Travel Requirements: 
  • Travel throughout domestic United States and Canada required 50% consisting of day, overnight and multi-day trips. 
  • Travel may require weekends and short-notice trips to meet operational requirements.
