Responsible for the development and delivery of initiatives to improve Air Canada’s Flight Operations Quality Assurance Program for the purpose of managing Branch risk with efficacy. Establish strong working relationships with quality, risk and safety professionals throughout the company and work closely with Flight Operations, Flight Dispatch and Corporate Safety, Environment and Quality to ensure continuity of QA initiatives. The Manager, Quality will perform and manage activities relating to process/procedure design, compliance and process auditing, audit scheduling and compliance/conformance monitoring, employing continuous improvement and change management methodologies to accomplish regulatory and business objectives.

  • On behalf of the GM Regulatory Compliance – Flight Operations, acts as Designate Branch Quality Manager in accordance with Corporate SMM requirements
  • Responsible for monitoring and producing measurable results on branch quality assurance initiatives in support of the Regulatory Compliance department
  • Lead the development, documentation and implementation of Flight Operations and Flight Dispatch administrative processes and procedures
  • Oversee the development documentation and maintenance of Flight Operations QA processes and procedures in Flight Operations Safety and Quality Manual (FOSQM)
  • Establish and implement a branch change management process
  • Collaborate with the Document Management & Control department to develop and apply process and procedure documentation standards to capture inputs/outputs, measurement criteria, conformance/compliance requirements, terminology, etc.
  • Ensure conformance of Flight Operations and Flight Dispatch QA functions with the Corporate QA program, CARs and ISARPs. Liaise as required with other departments also responsible for QA functions; i.e. Document Management & Control; Advanced Qualification Program (AQP); Flight Safety
  • Develop and Implement a Flight Operations Vendor Management program
  • Represent Flight Operations at the corporate Quality Managers Committee
  • Manage the Flight Operations QA audit program and participate in with the oversight of these activities as they pertain to Flight Dispatch
  • Responsible for ensuring that all audit preparations, on-site and post-audit activities are conducted fairly and that outcomes are reasonable
  • Establish and maintain a pool of auditors who will report to the Quality Manager, indirectly, in regards to auditing activities
  • Set the performance expectations, duties and responsibilities, training and qualifications requirements of Branch auditors
  • Identify individual auditors’ capabilities and assign auditors to conduct audits based on their expertise, knowledge and skills
  • Determine audit scope and objectives based on risk and compliance requirements, liaising with Flight Safety and Risk experts as required
  • Develop checklists and review with assigned auditors, ensuring audit scope and objectives are clearly understood
  • Evaluate findings, observations and recommendations of auditors, ensuring value from audits is delivered. Address auditor performance issues and resolve conflicts between audit team members and between auditors and auditees
  • Communicate outcomes, opportunities and problems to the GM Regulatory Compliance – Flight Operations
  • Establish an annual audit schedule and long-term matrix to assess compliance with CARs, AOC/Ops Specs conditions and Exemption conditions as well as conformance with processes and procedures
  • Manage Branch audit, finding and CAP activities and records in the Safety Information Management System (SIMS) database
  • Lead Branch preparation for Transport Canada PVIs and PIs, IATA IOSA assessments and all other extrinsic (3rd party) audits and reviews
  • Manage Branch compliance with IATA IOSA FLT 1
  • Assess and determine regulatory compliance and business performance deficiencies as well as opportunities for improvement across Flight Operations and Flight Dispatch
  • Monitor corrective action plans (CAP) and evaluate for effectiveness
  • Advise on and assist finding owners in conducting root cause analyses (RCA) and human factors analysis and classification system (HFACS) coding
  • Participate in continuous improvement projects, providing support to ensure the documentation, implementation, evaluation and monitoring of processes and procedures meets business unit, industry standard and regulatory requirements
  • Represent Flight Operations QA at Sync Committee
  • Provide subject matter expertise in operational QA, change management, technical writing and/or airline-specific functions
  • Establish a positive reputation for the Flight Operations QA team to improve QA culture across the Branch, fostering higher levels of quality deficiency and compliance reporting, as well as change management activity
  • Work independently to deliver tasks on schedule and budget, with high customer satisfaction and measurable results
  • Provide guidance and coaching to Regulatory Compliance department employees


  • University or college degree in relevant field
  • Training / education in management systems (SMS, TQM, Risk, etc.) and/or airline operations
  • Accreditation in quality management, auditing, program management, SMS is an asset
  • Ability to communicate in both written and oral English at an advanced level (University degree or equivalent)
  • Proven superior interpersonal skills and ability to lead teams
  • Minimum 5 years working in a CAR Part 704 or 705 air carrier operation, coupled with sound business acumen
  • Must be able to demonstrate in-depth  knowledge of the airline industry, flight operations, operational Quality Assurance and SMS
  • Must have working knowledge of domestic and international safety regulations, ICAO Annexes and IATA IOSA program
  • Excellent technical writing skills
  • Experience writing operational processes and/or manuals
  • Experience with compliance and/or process auditing
  • Training in management systems (SMS, TQM, Risk, etc.) would be an asset
  • Must be able to work well independently with minimal supervision, and within a team environment
  • Ability to use MS Word, Excel, electronic mail efficiently
  • Safety responsibilities – refer to the Corporate SMM
