Responsible for management of Delta's FAA-approved Advanced Qualification Program (AQP). Maintains the highest level of working knowledge of Delta's AQP documentation and guidance as well as detailed familiarity with all governing FAA regulations, advisory circulars, and related documentation. Manages team of four FTEs and four contractors. Manages relationships with technology and staffing vendors. Works with Flight Safety, Pilot Standards, Quality Assurance & Compliance, Fleets, and a full range of FAA regulatory bodies to ensure training programs and associated courseware address the needs of Delta's pilots and are compliant with all governing requirements. Responsible for maintaining the AQP Operations Handbook and the associated electronic Program Audit Data Base (ePADB), which represents Delta's FAA-approved pilot and instructor training programs. Responsible for production and maintenance of instructor guides suporting all fleets and curricula. Responsible for internal measurement and evaluation processes based on the Kirkpatrick model. Leads Change Management and Instructional System Design processes for pilot and instructor training programs. Serves as primary point of contact for AQP and training program related internal and external audits mandated by the FAA, IATA and other agencies. Responsible for developing formal AQP change and revision documentation to the pilot training programs in accordance with the methodology approved by the FAA. Performs as AQP Subject Matter Expert and provides classroom instruction on AQP-related topics when required. Regularly interfaces with direct reports, frontline employees, line pilots, instructors, line check pilots, Subject Matter Experts and Flight Operation's management through the Vice-President level. Frequent external interfaces with FAA inspectors and administrators, management personnel from other airlines, and inspectors from foreign National Aviation Authorities. Regular interfaces with similar personnel at other major and regional airlines. Represents the corporation at industry meetings and serves on AQP and other related working and advisory groups. Assists divisional leadership in the development of long-term pilot training and qualification strategy. Develops both strategic and tactical plans that create a safety conscious environment that results in employee safety and well being.
Four-year degree or equivalent work experience required. Degree in aviation and training related disciplines preferred. FAA Commercial or Airline Transport Pilot certificate or comparable military experience strongly preferred. FAA Basic, Advanced or Instrument Ground Instructor certificate preferred. Three years of experience developing and/or teaching technical, compliance and aviation training required. Certification by the American Society of Training and Development (ASTD) or the International Society of Performance Improvement (ISPI) preferred. Expert knowledge of FARs and associated guidance relating to pilot training required. Proficiency with Instructional Systems Design (ISD) processes required. Expert knowledge of Advanced Qualification Program (AQP) principles and related FAA guidance preferred. Must be able to communicate effectively with personnel at all levels (written and verbal) both internally (Delta) and externally (federal regulators, aviation industry, and other carriers). Must have excellent organizational skills and the ability to manage long-term and short-notice projects with minimal oversight and guidance. Must be highly motivated and self-directed. Must be proficient in Microsoft Word, Excel and PowerPoint. Must be performing satisfactorily in present position.
