We have an exciting opportunity within Honeywell Aerospace to be part of establishing a ground breaking Commercial Item Justification (CIJ) Center of Excellence (COE). This CIJ COE will be a key enabler for Aerospace to more efficiently contract with the US Government on a commercial basis enabling growth to top line revenue while reducing the cost to serve. This position will be key in staffing and operationalizing the CIJ COE team which will consist of this position and additional 10 team members. The CIJ COE team will provide the company with the necessary support and expertise for commercial item determination and price reasonableness for various US Government defense and space pricing opportunities. This position will work cross-functionally with Integrated Supply Chain, Product General Managers, Pricing, Contracts, and Compliance. This position will have two direct reports and an indirect staff of 8. The Program Manger will be responsible for understanding the scope of pricing opportunities and determining the right strategy according to the Federal Acquisition Requirements. The position will manage and mentor the Price Reasonableness Leader and the Commercial Item Determination Leader as well as the indirect staff of 8. This will be a highly visible position and will interact with Aerospace Leadership, Directors, Program Managers, and other Key Stakeholders. The position will roll up within HOSG reporting directly to the Vice President of Pricing. This position will have the following key responsibilities:

* Using strong project / program management skills
* Prioritizing and keeping the team focused on key deliverables
* Building a strong team biased for action
* Establishing a clear MOS
* Establishing and measuring Key Performance Indicators and success metrics
* Identifying best practices and benchmarks
* Presenting and communicating results to all levels of leadership
* Interact and collaborate with cross functional teams
* Interact and respond to customer inquiries specific to CIJ either for price reasonableness or commercial item determination
* Understand the laws and regulations around Commercial Item Justification and contracting under the Federal Acquisition Requirements
* Review the quality of CIJ pricing opportunities
* Establishing and manage a CIJ repository

* Demonstrated ability to make a significant change in a variety of environments

Basic Qualifications:

* Bachelor’s Degree in Accounting, Finance, Compliance, Business, Economics, Engineering, Information Technology, or other applicable fields
* Eight plus years relevant business experience with proven application of Six Sigma or Lean Principle
* Green Belt Certification

* Direct Experience in defense and space programs / opportunities a plus
* Desire to learn, improve, and deploy cultural changes that drive growth
* Experience in process improvement and tool development with demonstrated results
* Demonstrated capability in organizing and working on project improvement teams
