Job Description

The Program Manager, Payroll & HRIS will manage Envoy's outsourced payroll provider and will lead in the selection and implementation of a new payroll & HRIS solution.  This individual will identify requirements, best practices and processes to perform payroll & HRIS operations for approximately 15,000 employees.  Envoy's employee base is comprised of 10 workgroups, including Representation from 3 Unions.  This individual will represent the Payroll department and HRIS planning for Envoy in cross-departmental work groups.

 

The Program Manager, Payroll & HRIS will be the conduit for all Envoy departments for any payroll related requests/inquiries to our outsourced provider. They will also ensure regulatory and company policy compliance with our payroll vendor. They will plan and oversee the management of various HRIS projects and initiatives for Envoy ensuring the scope and direction of each project is on schedule.

 

Responsibilities for this position include developing procedures to enable a future state payroll & HRIS team to perform the following:

  • Accurate and timely administration, preparation, processing, and distribution of payroll activities
  • Conformance to company standards, labor agreements, generally accepted accounting principles, and tax regulations
  • Proper reporting and payment of payroll taxes
  • Business practices and closed loop for proper controls
  • Payroll & HRIS programs, processes, policies, system functionality, and the day-to-day management of the department
  • Process special payment and settlement requests
  • Correct interpretation of labor agreements
  • Create processes for research and resolution of payroll disputes, both internally and externally
  • Accurate implementation of identified requirements for system
  • Propose recommendations to fix or enhance current processes in order to improve efficiency and/or implement new service opportunities
  • Proper allocation of staff assigned duties and supervisory controls
  • Timely and accurate completion of payroll checks, quarter-end, and year-end processing and filings
  • Plan for permanent retention of payroll source documents and report records
  • Vendor management
  • Establish payroll metrics
  • Manage the interfaces benefit providers and all other vendor(s) and work closely with IT on requirements and testing
  • Reporting
  • Other special projects as required
Job Requirements

In this role, the Program Manager, Payroll & HRIS must have excellent organizational skills.  The ability to handle stress effectively and display a “can do” attitude despite tight deadlines is critical.

 

Position Requirements

  • Bachelor’s degree in Accounting, Finance or related business field required or commensurate business experience 
  • At least five (5) years of project management and payroll experience, including at least three (3) years of supervisory experience in a business environment
  • Previous experience with large system implementations (5,000+ employees) and testing
  • Proficient time management and ability to multi-task
  • Knowledge of tax regulations, accounting and reporting requirements
  • Proficient with Microsoft Office software
  • Demonstrated outstanding leadership, interpersonal skills, strategic thinking and analytical ability
  • Excellent verbal and written communication skills with all levels of management and support staff
  • Ability to maintain confidentiality and work independently
  • Experience in dealing with unionized employee contracts with complex work rules
  • Requires some business travel
  • Possess the legal right to work in the United States
  • Ability to read, write, fluently speak and understand the English language 

 

Position Preferences

  • Certified Payroll Professional (CPP) preferred
  • Exposure or experience using SAP, Workday, Abra, ADP, Kronos, and/or AutoTA a plus

 

Additional Position Details 

  • Candidates must fulfill a fingerprint based criminal background check to qualify for unescorted access privileges to airport security identification display areas (SIDA), if applicable. 
  • Candidates must be able to secure appropriate airport authority and/or US Customs security badges, in addition to clearing other airport related requirements, if applicable. 
  • This position may be subject to the Department of Transportation (DOT). Federal law requires Envoy to determine a candidate’s history with the DOT drug and/or alcohol violation(s) or refusal(s) to test before hiring him/her into a safety-sensitive position.
