This position will support Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the planning, execution, and reporting of Operational Test and Evaluation (OT&E) of surface warfare systems. The selected candidate will provide technical, analytical, statistical analysis and administrative support for the definition, conduct, and analysis of structured Integrated Test (IT) and OT&E. Support will be required in the following forms: Documentation Review, Test Planning Support, Operational Test Design, Test Operations Support, Test Analysis and Reporting, Modeling and Simulation (M&S) Support, and Program Management Support. Support will include evaluating the operational effectiveness and suitability of aviation systems, which includes but is not limited to: assisting in preparation of program documents such as Test and Evaluation Master Plan (TEMP), Integrated Evaluation Framework (IEF) utilizing Design of Experiments (DOE); the review of Operational Test Plans, COMOPTEVFOR “Blue” and “Gold” Sheets as required to document risks and deficiencies, and drafting of Final Reports in accordance with COMOPTEVFOR Six-Part Paragraph process and procedures. 

Education:  This position requires a Master’s Degree with six (6) years of relevant experience or a Bachelor’s Degree with eight (8) years of relevant experience.  A Bachelor’s or Master’s Degree in an Engineering/Science-related field is highly desired.

Experience/Knowledge, Skills and Abilities:  The selected candidate must have experience with Test and Evaluation (T&E) including test design and statistical analysis.  Additionally, the candidate must have experience/previous qualification as a Navy Surface Warfare Officer with knowledge of current surface warfare systems.  The candidate must be proficient with the use of the Microsoft Office family of software including MS Word, Excel, and PowerPoint.

Highly desired: 

  • Working knowledge of DoD requirements and capabilities documentation
  • Demonstrated skill in interpreting, formulating, and applying test planning policy and best practices to ensure T&E products are scientifically valid, analytically adequate, and credible
  • Demonstrated experience with Developmental Test and Evaluation (DT&E) or OT&E, to include Test Plan development and execution within the last two (2) years
  • Previous qualification as a Tactical Action Officer (TAO)
  • Completion of the COMOPTEVFOR Operational Test Director (OTD) and IEF courses
  • DAWIA T&E certifications
