The IT Business Partner (ITBP) position has the overall responsibility to serve as the strategic interface with the GBSD program for the purpose of business technology strategy development, solution discovery, service management, risk management and relationship management. The ITBP serves as the business relationship link between the program and IT&DA to communicate decisions, priorities and relevant project information to appropriate levels of staff regarding service requests, projects, and initiatives. The ITBP proactively shares knowledge of technology risks and opportunities to build competitive advantage and improve efficiency and effectiveness of the program. The ITBP works collaboratively with business leadership and other key stakeholders to define opportunities and identify and prioritize projects based on predefined criteria (e.g. return on investment, productivity, security compliance).

The ITBP is the primary IT&DA point of contact to program executives and managers. The ITBP provides support in delivering technology products that meet the needs of the business. They strive to understand market challenges, including external customer priorities and competitive issues. The ITBP facilitates planning and execution of business initiatives and serves a lead role in enabling the business to achieve their objectives through the effective use of technology. The ITBP position includes creating/developing and managing information technology (IT) project plans and deliverables.

The ITBP directs others in researching processes, applications, systems and data to identify functional requirements for application or system design. Initiates assignments and determines and pursues courses of action necessary to obtain desired results. Leads and ensures activities to develop and execute tests to validate system functionality against specifications are performed.

The ITBP supports determination of project scope, schedule and budget baselines based on an understanding of the system development lifecycle. Identifies and negotiates for necessary resources to meet project goals. Provides assistance to identify suppliers and to coordinate and oversee supplier activities.

Responsibilities include but are not limited to the following:

Responsible for all IT&DA activities across the business.

*

Lead the GBSD information technology resources; define strategy and roadmap to enable business success

*

Represent the status, requirements and feedback of the business back to the rest of IT&DA

*

Provide leadership and management on performance of contract direct and indirect work scope including Boeing and DOD security requirements

*

Build high-achieving team across employees and managers performing IT tasks across all GBSD locations

*

Identify/deliver innovative solutions to the business

*

Participate throughout the IBAP/Business Acquisition lifecycle for new pursuits

*

Apply broad knowledge of IT services and finances (capital planning, volumes, software, labor) to achieve financial goals

*

Manage internal and external customer expectations

Qualifications

Typical Education/Experience:

Technical bachelor's degree and typically 14 or more years' related work experience or a Master's degree with typically 12 or more years' or a PhD degree with typically 9 or more years' related work experience or an equivalent combination of education and experience. A technical degree is defined as any four year degree, or greater, in a mathematic, scientific or information technology field of study.

Basic (Required) Qualifications:

* This position requires a US Secret Security Clearance for which the US Government requires US Citizenship.

* 4 year degree; 14 years of technical experience

* Must have Project Management experience/skills; using PM tools & critical path methodology

* Must have experience managing or leading 1 or more IT service areas for a program or business: IT service areas include but are not limited to (requirements planning, servers, storage, networks, application development/deployment, security, data management, end user devices, mobile devices, etc.)

* Superior oral and written communications skills.

Desired Qualifications:

* CMMI, AGILE and ITIL knowledge a plus
