Summary Statement: Applies extensive knowledge of principles, theories, concepts and industry practices and standards in the area of planning for the utilization of facilities, equipment, materials, and personnel to improve efficiency of operations relative to the production of components, parts, systems and subsystems of operational aircraft. Essential Functions and Key Responsibilities: Develops solutions to a variety of complex problems requiring independent judgment and ingenuity to modify standards and procedures relative to auditing, development, application and maintenance of production time standards for manufacturing operations. Management applies general guidance related to resolution of complex problems and outcomes. Determines the requirements and defines systems specifications, develops and installs databases of pertinent information for use in developing and maintaining time standards. Studies functional statements, organization charts, and project information to determine functions and responsibilities of workers and work units and to identify areas of duplication. Analyzes and plans work force utilization, space requirements, and workflow, and designs layout of equipment and workspace for maximum efficiency. Develops return on investment values for cost justification analysis in support of make or buy decisions for equipment or systems. Establishes work measurement programs and analyzes work samples to develop standards for labor utilization. Analyzes work force utilization, facility layout, and operational data such as production costs, process flow charts, and production schedules, to determine efficient utilization of workers and equipment. Recommends methods for improving worker efficiency and reducing waste of materials and utilities such as restructuring job duties, reorganizing workflow, relocating workstations and equipment, and purchase of equipment. Confers with management and engineering staff to implement plans and recommendations. Functions as project manager, when assigned, and provides technical leadership to 1 to 3 Stakeholders in the Industrial Engineering Department. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems. Ancillary Functions and Responsibilities: Performs other duties as required. These duties may include assignments in job classifications other than the primary assignment
