Boeing Intelligence & Analytics ("BI&A") is teamed with a contract community consisting of over 20 US Government organizations and several international partners. The partners' respective systems for processing data evolved independently into disparate systems employed around the world to receive, distribute, translate, analyze, export, archive, and report. The tactics, techniques, procedures, and technologies are as disparate as the systems running them and the missions they support.
BI&A is seeking a Test Engineer to join their team supporting this contract. The duties will entail:
Create a Transition Plan for each major system or software release to be deployed to the production environment(s) and submit the Plan to the client or designee in writing.
Define and execute risk mitigation steps to minimize impact to ongoing operations by scrutinizing (testing, review technical artifacts of change) system changes and minimizing downtime from changes by preparing new software/hardware change goals for delivery to the production systems.
For each release (e.g., major, minor, emergency/patch), the Transition Plan shall be supplemented with a detailed implementation checklist identifying, at a minimum, installation and configuration steps, dependencies, responsible parties, and go/no-go decision points. IT Integration Transition Plans shall address the tactics, techniques and procedures (TTP’s).

Analysis of system requirements and concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures, prepare for and conduct the data collection and analysis, and report status and results.
Support of the development of Government test and evaluation documentation e.g., Test & Evaluation (T&E) Strategy, Test & Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports.
Work with other test organizations to support T&E program integration. Provides specialized T&E capabilities tailored to system functions, level, maturity, and performance areas.
Application of Standard Characteristics of Labor Category Capability Levels.
Leadership of the T&E tasks and serve as primary liaison to the government for supporting contract coordination and task execution.
Management of T&E resources and tasks; ensure quality assurance of test processes and products.
Coordination and integration of T&E tasks and products. Participate in T&E Integrated Test Teams as needed to ensure proper coordination of T&E activities.
Communicate issues and solutions to the broader government and contract management structure as requested by Leadership.
Drive innovation and responsiveness to program changes and evolving T&E status to help manage program risk: develop alternative courses of action, work-arounds, and fall- back positions with a recommended course of action for each risk, and monitor and re-evaluate risks at appropriate milestones.
Ensure the appropriate level of independence of the team from the solution provider to support government management of objectivity risk.
